Layers Panel Glitch
After upgrading to Mojave OS on a mac the layers panel glitches or flashes each time I click / draw on an art board or area outside an art board.
It also happens when I manipulate the layers panel in any way, toggling visibility, opening or closing layer groups or any other operation.
This flashing is irritating and takes my eye from the work.

Resetting preferences
Adjusting GPU performance
Turning of animated zoom
Uninstalling illustrator

Panels load on different screens
The setup: I am working on 2 4K Monitors. 1 is a 32" LG and the other is the 24" Wacom Cintiq Pro (however, this happens regardless of what type of monitor you have). I don't spread my workflow between monitors like some people do, I prefer to have browsing on one and my Illustrator workspace on the other. However, since I do work with a Cintiq I very often swap my workspace from my Cintiq back to my monitor. Here is where the problem lies!
Whenever I activate any dialog box/panel (Rotate, Save, Mirror, Scale, Simplify ...any of them) on my main monitor (Monitor 1) it pops up inside of Illustrator just like it should. If I drag my entire Illustrator program and begin to use it on my Cintiq (Monitor 2) and I try to activate any of the dialog boxes they still continue to pop up on Monitor 1. This is a huge waste of time because now what has to happen is I have to put my pen down, grab the mouse, drag the dialog box over to Monitor 2 and then resume my workflow.
I have to do this for every dialog box that I use and then Illustrator will remember to open them in Monitor 2, UNTIL the monitor gets turned off, I restart or I flip back to Monitor 1 for my main screen, in which case I have to repeat the process all over again. What I expected: That the program would autosense the Monitor you are working on and load all panels and dialog boxes on that monitor or which ever monitor your main illustrator artboard is activated on.
My operating System is 64 bit Windows 10 and I have the latest 2018 CC version of Illustrator.

Transform effect and Move dialog refuse to use negative numbers
This has been a problem for a long time -- not just the current version of Illustrator. When applying a transform effect to an object and using the "move" part of the effect, negative numbers get converted to positive numbers. Occasionally I can "fool" the effect by not previewing the results but that doesn't work often. This happens whether I type in the numbers by hand or use the slider.

Hitting "enter" key when specifying page range of 'Save to PDF' on mac broken
Running AI on Mac 10.13.6 with AI 22.1.
On all programs, when a dialog box is 'highlighted' you can hit 'enter' which will do that action. There is a new bug on save to PDF on Mac at least. Should be very easy to fix guys! When you Save as PDF, and you have a multi-artboard file - if you want to save out a couple of the pages to PDF, you click 'Range' and type the page range, ie. 2-3. Usually I would always do this and then hit enter, as there is no point picking up the mouse.
However, if you hit enter, a) it doesn't appear to do anything. So then if you click 'Save', it will save a PDF with ALL the pages/artboards in it - even though range shows just 2-2 for example.
So if you hit enter by mistake, you have to reset it, by clicking 'All', then 'Range' again, then enter your range and click 'Save' with your mouse, not hitting 'enter'.
Easy fix that needs to be made as this is very annoying.

Using scale tool on justified text results in changing line breaks
Illustrator CC 22.0.0 on Windows 10 x64 Pro
Have a column of Area Text, justified, with carefully defined line breaks so that words are hyphenated at particular places, or not hypenated at all.
When using either the scale tool (shift+click to scale proportionally) or the transform tool, all of the content should scale proportionally and the line breaks should not be changed.
The resulting rescaled text column has very slight changes to the line breaks. While shift+dragging, the text looks correct (just scaled proportionally, without any reflow or stretching), but when releasing the mouse, there is suddenly some text reflow on some of the lines. This destroys some very carefully set line breaks. What I want to happen is to make the text column larger with the line breaks exactly the same. This is not an issue of just scaling the text box, the text itself is also changing size - but not accurately. Checking/unchecking the "scale strokes and effects" in the transform dialog doesn't have any effect. The most frustrating thing is that once I have scaled to a new size (with the broken flow), scaling seems to work just fine - I can use the scale tool to proportionally scale the text with the "wrong" line breaks. It doesn't come up with new text flow each time.
I suspect that Illustrator is mishandling or ignoring font tracking or kerning values when scaling.

Failure to create artboards when reading file with SDK in CC 2018
Issue occurs in CC 2018 when creating artboards during the GoFileFormat message handler in a plugin that registers its own file format.
In previous versions you could create artboards up to the size of the canvas using AIArtboard::SetPosition without any errors. In CC 2018 when you call AIArtboard::SetPosition it seems to compare the position to the result of AIDocument::GetDocumentMaxArtboardBounds and if it is outside of the maximum bounds it returns an error code. In CC 2018, the maximum art boards for a new document seem to be based on the /artboard setting in the preferences file, which in turn seems to be based on the documents the user has been working with.
This means that if you have two users, one who uses small documents and one who uses large documents and they both open the same medium size file using your plugin, it works for the user who has been using large documents but not for the user who has been using small documents. As there is no AIDocument::SetDocumentMaxArtboardBounds function, there seems to be no way the plugin can overcome this issue.

Panel "Dropdowns" appear on wrong monitor
If the Panels are on a second/external monitor on Mac OS, Illustrator renders the dropdown information (ie font size, stroke width, arrowhead type, rotation, Transparency type) not on the second monitor, but back on the Main monitor/iMac.
The example shown has the latest build, with panels on the right monitor and artboard on the iMac screen. Trying to select from the Stroke Width drop down menu puts the options on the iMac screen instead of within the Stroke Panel.
Photoshop doesn't do this, so it's not an Apple thing. Illustrator team, please fix this!

Paste on All Artboards Not Working
I have a design on a single artboard. I want to paste it to other artboards to prepare my color separations for screen printing. When I cut the design and select Paste on All Artboards, it pastes the design the correct amount of times...but NOT on the artboards. It pastes them out in the gray area. I have tried different artboard arrangements, and having different artboards active at the time of paste, but the designs still end up not on the artboards.

Secondary view moves when editing text
OSX 10.13.5, Illustrator 22.1.
When I have two windows open on the same document and start editing text, the inactive window will recenter its view on wherever my text cursor is.
Reproduction:
- Open a new document
- Draw something off on the side of it
- Zoom in on this thing
- view>new window
- arrange both windows so you can see them at once
- recenter the new window far away from the thing you drew in step 2
- in the window that's not showing the thing you drew in step 2 make a new text box, or create a new point type object
- start typing stuff
- observe that the inactive window has changed its view to center on the text
This drives me crazy when I have pasted the script for a page of comics into the side of one document, and am trying to rework it into a series of word balloons scattered about the page.

Dragging a new guide from a rule activates the artboard behind the ruler
In a document with multiple artboards when I have an active artboard (black outline) and then go to drag a vertical guide from the left ruler, the measurements change and a different artboard gets selected that's running under the rulers. When clicking in the rulers any object, layer or artboard selection needs to be suspended.

Vectors rendered too thick on screen
Since the update to 22.1, all vector lines are being rendered too thickly on screen. Compare any lines drawn in AI with how they appear when printed out - they are inaccurately rendered on screen. Illustrator is a vector application, it cannot be displaying vectors with such poor quality on screen.
